AUTONOMY, ABANDONMENT AND ENTRAPMENT A common assumption in the literature on bandwagoning and balance of power is that weak states primarily base their choices of strategy on concerns for safety. Weak states have to think about their future survival, and in dealing with great powers this is supposed to be their main concern. Sometimes, however, even small states entertain ideas about possible gains. This is the message of theories about bandwagoning for profit. In many instances, survival is not at stake.
Practices like benevolent neutrality and informal alliances link a weak country to one of the great power coalitions. By approaching the weaker coalition, the small state may at best reduce the risk of great power conflict (by adding to the strength of that coalition), but there is an increase in the risk of being drawn into a conflict. Appeasement or, even more strongly, pilot-fish behaviour seems to increase the risks for the weak. The reason for this conclusion is that it seems plausible to assume that a winning, revisionist great power will have a higher propensity to take advantage of its smaller allies or semi-allies after victory, than is to be expected from a victorious defending coalition-leader.
Thus, the risk of abandonment is rather high. AUTONOMY AND STRATEGIC PRIORITIES Earlier in this chapter, "rank lists" of weak state security strategies by Labs and Walt were presented. Both these lists concentrated on the strategic priorities of small states within alliances. To conclude this chapter, I will construct a list of priorities of non-aligned, small states. The focus is on how the strategies relate to the autonomy goal. Contemplating the full battery of weak state orientations it must first be said that non-alignment seems to be preferable to alliance membership if autonomy is the main criterion used.
