Basic order and functioning, not only morals, are now at risk. Accordingly, tougher crime, welfare, and education policies enjoy strong support, which helps explain the attractiveness of paternalism. Policy History Experts and policymakers have also been driven toward paternalism by disappointment with traditional antipoverty policies.

Paternalism is a big-government form of Page 13 conservatism, and this has caused some in the GOP to reject it. During the Bush presidency, James Pinkerton developed the idea of a "new paradigm" for social policy that would abolish centralized, bureaucratic social programs in favor of a dispersed system of incentives and choices. Rather than give benefits such as public education or child care to passive recipients, Pinkerton argued, we should empower them with vouchers to make their own choices among many providers, either public or private.
