And on my way home I pondered over the scene and I became more than ever convinced of the importance of imperialism…. , in order to save the 40,000,000 inhabitants of the United Kingdom from a bloody civil war, we colonial statesmen must acquire new lands to settle the surplus population, to provide new markets for the goods produced in the factories and mines. The Empire, as I have always said, is a bread and butter question. 21 HERDER AND NATIVE CULTURE In retrospect, Mill’s word of double meaning can be seen as holding together within itself the dialectic of ‘civilization’ and ‘culture’ and all that the conflict between them implied.

It frequently happens that even one and the same word will belong simultaneously to two languages, two belief systems that intersect in a hybrid construction—and consequently, the word has two contradictory meanings, two accents. (304–5) Within a single ‘pidgin’ utterance, the voice divides into two voices, two languages. This double-voiced, hybridized discourse serves a purpose, whereby each voice can unmask the other. Hybridity is thus itself a hybrid concept. Bakhtin makes a further, central distinction between such intentional hybridity and what he calls unconscious ‘organic hybridity’: Unintentional, unconscious hybridization is one of the most important modes in the historical life and evolution of all languages.

The condition of that transformation is held out to be the preservation of a degree of cultural and ethnic difference. While hybridity denotes a fusion, it also describes a dialectical articulation, as in Rushdie’s ‘mongrelization’. 71 At the same time, in its more radical guise of disarticulating authority, hybridity has also increasingly come to stand for the interrogative languages of minority cultures. 72 In the British context, Stuart Hall has written persuasively of the interrogative effects of hybridization on contemporary culture.
